Lockbox and Service Center Filing Location Updates

We sometimes change or adjust filing locations among our service centers or lockbox facilities to balance our incoming workload for timely processing. We may also refine addresses to improve internal processes at our service centers or lockbox facilities.

This page provides an up-to-date summary of changes we make to any filing location. You can also subscribe to the “Lockbox and Service Center Filing Location Updates” GovDelivery distribution list to receive an email each time we update a filing location.

Applications, petitions, or requests that are not mailed to the appropriate filing location may experience processing delays or may be rejected as improperly filed and returned to you to re-file.

Form I-131, Application for Travel Document
September 01, 2023
On Aug. 31, we updated the filing location for those filing Form I-131, Application for Travel Document, under the Cuban Family Reunification Parole (CFRP) process for an add-on derivative beneficiary. For more information, please see the Where to File section for Form I-131.

August 15, 2023
On Aug. 14, we updated the filing location for those filing Form I-131, Application for Travel Document, for the following: Haitian Family Members; Cuban Family Members; and Relatives of a Filipino War Veteran. For more information, please see the Where to File section for Form I-131. 
I-129S, Nonimmigrant Petition Based on Blanket L Petition
August 01, 2023
On Aug. 1, we changed the service center filing location for those filing Form I-129S, Nonimmigrant Petition Based on Blanket L Petition. These should now be filed at the Texas Service Center instead of California Service Center. This filing location change only affects those filers who are located in the United States. We will provide a 60-day grace period for filings that are mailed to the California Service Center. Beginning Oct. 1, we will reject any Form I-129S petition filed at the California Service Center that is postmarked after that date. 
Form I-129, Petition for a Nonimmigrant Worker
August 01, 2023
On Aug. 1, we changed the service center filing location for those filing Form I-129, Petition for a Nonimmigrant Worker, L Intra-Company Transferee. These should now be filed at the Texas Service Center instead of California Service Center. We will provide a 60-day grace period for filings that are mailed to the California Service Center. Beginning Oct. 1, we will reject any Form I-129 L petition filed at the California Service Center that is postmarked after that date.
Form I-589, Application for Asylum and for Withholding of Removal
July 11, 2023
On July 11, we updated the filing location for those filing affirmative Form I-589, Application for Asylum and for Withholding of Removal, with U.S. Citizenship and Immigration Services.

June 28, 2023
On June 28, we updated the filing location for applicants filing Form I-821, Application for Temporary Protected Status, under the designation for Honduras and Nepal.

On June 23, we added Elgin, IL as a filing location for applicants filing Form I-821, Application for Temporary Protected Status, under the designation for El Salvador.

June 26, 2023
On June 26, we added the lockbox filing location for requestors filing Form I-907, Request for Premium Processing Service, when filed together with Form I-539, Application to Extend/Change Nonimmigrant Status, for certain categories.

On June 9, we added the lockbox filing location for applicants filing Form I-131, Application for Travel Document, applying for Re-Parole under the Operation Allies Welcome (OAW) program.
