Lockbox and Service Center Filing Location Updates

We sometimes change or adjust filing locations among our service centers or lockbox facilities to balance our incoming workload for timely processing. We may also refine addresses to improve internal processes at our service centers or lockbox facilities.

This page provides an up-to-date summary of changes we make to any filing location. You can also subscribe to the “Lockbox and Service Center Filing Location Updates” GovDelivery distribution list to receive an email each time we update a filing location.

Applications, petitions, or requests that are not mailed to the appropriate filing location may experience processing delays or may be rejected as improperly filed and returned to you to re-file.

Form I-907, Request for Premium Processing Service
January 02, 2024
On Dec. 13, 2023, we updated the filing location for those filing Form I-907, Request for Premium Processing, for a pending Form I-140, Immigrant Petition for Alien Workers. Starting Jan. 14, 2024, we will reject any Form I-907 filed for a pending Form I-140 that is received at the previous filing location.

November 09, 2023
On Nov. 13, the filing location for newly filed Forms I-140 filed at the same time with Form I-907 will change from the USCIS service centers to the USCIS lockbox as part of our efforts to increase efficiency by reducing our footprint at the service centers, digitizing the process, and reducing costs. This change in filing location does not apply if you are filing Form I-907 for a currently pending Form I-140, or if you are filing Form I-140 with an associated application (such as Form I-765, Form I-131, or Form I-485).
USCIS Potomac Service Center Will No Longer Accept Paper Responses
November 06, 2023
As of Aug. 21, 2023, the Potomac Service Center (PSC) has begun to move to a new facility in Camp Springs, MD. This new facility cannot accept paper responses. All responses to Notices of Intent to Deny (NOID), Intents to Deny (ITD), Notices of Intent to Revoke (NOIR), Requests for Evidence (RFE) notices, or supporting documentation for filings currently pending at the PSC must now be uploaded through a USCIS online account directly (for receipt notices that start with IOE) or they may be mailed to the new Texas Service Center address listed here: USCIS Texas Service Center, Attn: Digital RFE, 6046 N Belt Line Rd. STE 114,Irving, TX 75038
Form I-907, Request for Premium Processing Service
November 02, 2023
On Nov. 2, we changed the premium processing filing instructions for Form I-129, Petition for a Nonimmigrant Worker. If you are filing Form I-907, Request for Premium Processing Service, with your Form I-129 or separate from your Form I-129, you must submit the request to the location listed on the Direct Filing Addresses for Form I-129, Petition for a Nonimmigrant Worker, webpage. If you received a transfer notice for your Form I-129 petition and you are now requesting premium processing service, you must still submit your Form I-907 to the location listed on the Direct Filing Addresses for Form I-129, Petition for a Nonimmigrant Worker, webpage.  The underlying petition’s current location may not be the same as the proper filing location on this webpage.  Once we receive the request, we will electronically match the Form I-907 to your Form I-129 petition. The premium processing clock will start when the request has been received at the proper location.  To avoid any possible delays, please include a copy of the transfer notice with the associated receipt number. We will provide a 60-day grace period for this change. Beginning Jan. 1, we will reject any standalone Form I-907 petition that is filed at a location not in accordance with the direct filing addresses page. 
Form I-129CW, Petition for a CNMI-Only Nonimmigrant Transitional Worker
October 27, 2023
Beginning Nov. 1, we changed the service center filing location for those filing Form I-129CW, Petition for a CNMI-Only Nonimmigrant Transitional Worker, seeking to employ a CW-1 worker in the Commonwealth of the Northern Mariana Islands (CNMI). All Form I-129CW petitions must now be filed at the Texas Service Center instead of the California Service Center. We are providing a 60-day grace period for filings that are mailed to the California Service Center, during which misdirected filings will not be rejected. Beginning Jan. 1, we will reject any Form I-129CW filed at the California Service Center that is postmarked on or after that date.
Form I-129, Petition for a Nonimmigrant Worker

Beginning Nov. 1, all Form I-129, Petition for a Nonimmigrant Worker, filed on behalf of an H-2B temporary nonagricultural worker must be filed at the Texas Service Center instead of the California or Vermont Service Centers. This change also includes H-2B petitions requesting employment on Guam or in the Commonwealth of the Northern Mariana Islands. We will provide a 60-day grace period for H-2B filings that are mailed to the California or Vermont Service Center, during which misdirected filings will not be rejected. Beginning Jan. 1, we will reject any H-2B Form I-129 filed at the California or Vermont Service Center that is postmarked on or after that date.

Form I-539, Application to Extend/Change Nonimmigrant Status
October 27, 2023
Beginning Nov. 1, we changed the service center filing location for those filing Commonwealth of the Northern Mariana Islands (CNMI)-related Form I-539, Application to Extend/Change Nonimmigrant Status. These applications must now be filed at the Texas Service Center instead of the California Service Center. We will provide a 60-day grace period for filings that are mailed to the California Service Center, during which misdirected filings will not be rejected. Beginning Jan. 1, we will reject any CNMI-related Form I-539 application filed at the California Service Center that is postmarked on or after that date.
