Lockbox and Service Center Filing Location Updates

We sometimes change or adjust filing locations among our service centers or lockbox facilities to balance our incoming workload for timely processing. We may also refine addresses to improve internal processes at our service centers or lockbox facilities.

This page provides an up-to-date summary of changes we make to any filing location. You can also subscribe to the “Lockbox and Service Center Filing Location Updates” GovDelivery distribution list to receive an email each time we update a filing location.

Applications, petitions, or requests that are not mailed to the appropriate filing location may experience processing delays or may be rejected as improperly filed and returned to you to re-file.

Form I-765, Application for Employment Authorization
October 24, 2023
On Oct. 19, we added the filing location for applicants requesting a replacement Form I-765, Application for Employment Authorization, under eligibility category (c)(14) for a labor investigation-based deferred action request. 
Form I-589, Application for Asylum and for Withholding of Removal
October 24, 2023
On Oct. 16, we added the filing locations for applicants filing Form I-589, Application for Asylum and for Withholding of Removal, based on dismissal or termination of removal proceedings by the Executive Office for Immigration Review. 
Form I-821, Application for Temporary Protected Status
October 24, 2023
On Oct. 3, we updated the filing locations for applicants filing Form I-821, Application for Temporary Protected Status, under the designation for Venezuela.  
Form I-129, Petition for a Nonimmigrant Worker
October 02, 2023
On Oct. 1, we changed the service center filing locations for those filing Forms I-129, Petition for a Nonimmigrant Worker, seeking a change of status or extension of stay for an E-1 Treaty Trader, E-2 Treaty Investor (not including E-2 CNMI treaty investors), or E-3 Free Trade Agreement Professional from Australia. These should now be filed at the Texas Service Center instead of the California and Vermont Service Centers. We will provide a 60-day grace period for filings that are mailed to the California and Vermont Service Centers. Form I-129 E petitions filed at the California or Vermont Service center that are postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
Form I-539, Application to Extend/Change Nonimmigrant Status
October 02, 2023
On Oct. 1, we changed the service center filing location for those filing Form I-539, Application to Extend/Change Nonimmigrant Status, P-4 for dependents of major league athletes or support personnel. These applications should now be filed at the Texas Service Center instead of the Vermont Service Center. We will provide a 60-day grace period for filings that are mailed to the Vermont Service Center. Form I-539 applications seeking P-4 nonimmigrant status filed at the California or Vermont Service center and postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
Form I-129, Petition for a Nonimmigrant Worker
October 02, 2023
On Oct. 1, we changed the service center filing location for those filing Form I-129, Petition for a Nonimmigrant Worker, H-3 for a trainee or special education exchange visitor. These should now be filed at the Texas Service Center instead of California and Vermont Service Center. We will provide a 60-day grace period for filings that are mailed to the California and Vermont Service Center. Form I-129 H-3 petitions filed at the California or Vermont Service center that are postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
Form I-129, Petition for a Nonimmigrant Worker

On Oct. 1, we changed the service center filing location for those filing Form I-129, Petition for a Nonimmigrant Worker, for R-1 temporary workers who will be employed as a minister or in a religious occupation or vocation. These should now be filed at the Texas Service Center instead of the California Service Center. We will provide a 60-day grace period for filings that are mailed to the California Service Center. Form I-129 R-1 petitions filed at the California or Vermont Service center that are postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.

These should now be filed at the Texas Service Center instead of the California and Vermont Service Center. We will provide a 60-day grace period for filings that are mailed to the California and Vermont Service Center. Form I-129 Q-1 petitions filed at the California or Vermont Service center that are postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
Form I-129, Petition for a Nonimmigrant Worker

On Oct. 1, we changed the service center filing location for those filing Form I-129, Petition for a Nonimmigrant Worker, P-1 for an internationally recognized athlete or entertainer, P-2 temporary worker, artist or entertainer under a reciprocal exchange program, P-3 temporary worker, artist or entertainer under a program that is "culturally unique", or the P-1S, P-2S, and P-3S essential support personnel of the P-1, P-2 or P-3. These should now be filed at the Texas Service Center instead of California and Vermont Service Center. Form I-129 petitions seeking P-1, P-2, or P-3 classification filed at the California or Vermont Service center and postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
Form I-129, Petition for a Nonimmigrant Worker
October 02, 2023
On Oct. 1, we changed the service center filing location for those filing Form I-129, Petition for a Nonimmigrant Worker, O-1 for a temporary worker with extraordinary ability in arts, science, education, business, or athletics, or O-2 for a temporary worker who is accompanying to assist in the artistic or athletic performance of an O-1. These should now be filed at the Texas Service Center instead of California and Vermont Service Center. We will provide a 60-day grace period for filings that are mailed to the California and Vermont Service Center. Form I-129 petitions seeking O classification filed at the California or Vermont Service center and postmarked on or after Dec. 1, 2023, will be rejected as improperly filed.
