About USCIS Vendor Engagement

We created this site to provide timely and meaningful information to help you with your bid no-bid decisions. This site will also help you to submit better proposals in response to our solicitations. Start with Do Business with DHS to learn how to work with the Department of Homeland Security (DHS) and its components, such as USCIS.

We use a wide range of department-wide acquisition vehicles (also known as strategic sourcing vehicles) to procure the goods and services we need. Most of these vehicles are mandatory for us to use. We will only send awardees of that vehicle any solicitations in accordance with the ordering instructions. Therefore, you should seek out a prime contract holder for subcontract contracting opportunities under these contracts. To learn more, see the DHS Web page Department-wide Contract Vehicles.

Quarterly Opportunity Planning Conference Call

The next Quarterly Opportunity Planning Conference Call is scheduled for July 27, 2021, at 1 p.m. Eastern.

Our quarterly opportunity planning conference calls provide ongoing dialogue between industry and USCIS on current and future requirements.

Conference Details

We will provide Webex link and call in number/passcode in advance of date. You do not need to register or sign up for the conference, but participation is limited to the first 400 callers.

We will post the presentation slides on the beta.sam.gov website before the event.

Guidelines for Unsolicited Proposal

An unsolicited proposal is a written proposal for a new or innovative idea for obtaining a contract with the government. An unsolicited proposal is not in response to a request for proposals, broad agency announcement, program research and development announcement, or any other government-initiated solicitation.

USCIS accepts the submission of valid unsolicited proposals, which contribute new and innovative ideas consistent with our mission; however, the requirements for contractor resources are normally program specific and must be responsive to USCIS’ needs.

Organizations interested in submitting an unsolicited proposal to the USCIS should follow the guidelines as published in Federal Acquisition Regulation (FAR), Subpart 15.6—Unsolicited Proposals. FAR Subpart 15.605 provides specific criteria that allow the Department to accept an unsolicited proposal.
