Larry C. DeNayer, Associate Director, Management Directorate
Larry DeNayer is the associate director of the Management Directorate. Most recently, he served as the acting deputy director for USCIS. He previously served in roles as the associate director and deputy associate director of Management Directorate.
Experience and Achievements
Before joining the Management Directorate front office, DeNayer was the deputy chief information officer for operations in the Office of Information Technology, where he planned and oversaw the management, administration, development, implementation, and evaluation of global information technology systems to ensure they meet the requirements of the USCIS mission.
Before joining USCIS, DeNayer served as the chief information security officer in the Bureau of Safety and Environmental Enforcement at the U.S. Department of the Interior. In this role, DeNayer managed the information security program in support of three bureaus. He also introduced agile development and continuous monitoring frameworks to the Federal Information Security Management Act compliance program. He helped enable the adoption of cloud-based services by establishing a repeatable assessment and authorization process that leverages FedRAMP and enterprise-wide security services. He also improved bureau performance on several information security initiatives, such as vulnerability patch management and pre-boot authentication, to meet organizational cybersecurity strategic goals.
DeNayer also has worked at USCIS as chief of OIT’s Enterprise Infrastructure Division, where he directed the design, development, deployment, and operation of enterprise IT services. Additionally, he served as the USCIS chief information security officer for two years.
Earlier in his career, DeNayer managed information security and technology programs for U.S. Customs and Border Protection. He has extensive industry experience in product development and management, including time at Sprint Nextel leading the managed services and data communications product portfolio.
Education
DeNayer is a Certified Information Systems Security Professional-Information Systems Security Engineering Professional, Project Management Professional, and DHS Certified Acquisition Program Manager Level III. He has a Master of Business Administration and a Bachelor of Science in business administration from the University of Missouri. DeNayer lives in Ashburn, Virginia, with his wife and two children. He enjoys running, tinkering around the house, and spending time with his family.
