U.S. - Canada Safe Third Country Agreement
On November 16, 2006, the Department of Homeland Security issued a report on the first year of implementation of the U.S. - Canada Safe Third Country Agreement.
The purpose of the review, published here, was to assess the operation of the Agreement in its first year. To prepare the report, the United States and Canada worked together in consultation with the United Nations High Commissioner for Refugees (UNHCR). The assessment by the UNHCR is reflected in its report, appended to the U.S. - Canada review. Non-governmental organizations in both countries were also consulted.
Overall, the Government of the United States considers the first year of implementation of the Agreement a success. Through joint cooperation, the U.S. and Canada are sharing responsibility for refugee protection and processing claims in an orderly manner.
