Russian Adoptions Pre-Processing Engagement
U.S. Citizenship and Immigration Services (USCIS) and Department of State invited interested parties to participate in a stakeholder listening session concerning the pre-adoption processing provision of the U.S.-Russian Adoption Agreement (PDF). The engagement will take place on Wednesday, November 7, 2012, from 9:30– 10:30 a.m. (Eastern).
The U.S.-Russian Adoption Agreement entered into force Thursday, November 1, 2012. However, we do not anticipate that the pre-adoption processing provision will take effect until on or after March 1, 2013. As we prepare to implement this provision, USCIS seeks stakeholder feedback on topics such as:
- In-country timelines associated with Russian adoptions;
- Where in the Russian adoption process a USCIS pre-adoption review might best fit;
- Issues USCIS should take into consideration; and
- How to mitigate possible difficulties.
USCIS and Department of State previously held an engagement that explained the provisions of the Agreement and how it would affect Russian adoptions processing going forward. We would now like to give stakeholders the opportunity to share their thoughts on how pre-adoption processing might work in the future so we can take these factors into account when designing this new process.
