FY 2011 Citizenship and Integration Grant Program
1. Which funding opportunity should I apply for?
If you are an organization with demonstrated recent experience providing direct citizenship instruction to LPRs, you may apply for the Direct Services – Citizenship Instruction Only Grant Program. If you are an organization with demonstrated recent experience providing both direct citizenship instruction and naturalization application services to LPRs, you may apply for the Direct Services – Citizenship Instruction and Naturalization Application Services Grant Program. If you are a national, regional, or statewide organization with demonstrated recent experience providing capacity building and technical assistance to organizations to develop direct citizenship preparation programs, you may apply as the principal applicant for the National Capacity Building Grant Program. Affiliates or members included as sub-applicants under the National Capacity Building Grant Program may not apply for either of the Direct Services Grant Programs.
2. Are the FY 2010 National Capacity Building grant recipients eligible for the FY 2011 National Capacity Building grant program?
Yes, but they must propose to work with four (4) new affiliates or members.
3. Can the principal applicant under the National Capacity Building Grant also apply for a Direct Services Grant?
No. Organizations must select only one funding opportunity and apply for that funding opportunity.
4. Can my organization submit more than one application?
No. Organizations must submit only one application. If an organization submits multiple applications, prior to commencing review, DHS will contact the organization to confirm which application the organization wants to include in the review process. The other application will not be reviewed. For the National Capacity Building program, the national, regional, or statewide organization cannot submit multiple applications proposing different sets of sub-applicants. The principal applicant under the National Capacity building program must select four (4) sub-applicants for its proposal.
5. Do applicant organizations need to demonstrate 501(c)(3) status or is it acceptable to simply be a nonprofit organization?
501(c)(3) status is not necessary. However, to be eligible, you must provide proof of public or non-profit status as defined in section IV.C.9 of the funding announcements.
6. Can an organization with a pending 501(c)(3) status apply?
Prior to submission of an application, Direct Services applicants and National Capacity Building principal applicants must have proof of public or non-profit status, as described in section IV.C.9 of the funding announcements. National Capacity Building sub-applicants are not required to provide proof of public or nonprofit status.
7. Is the applicant required to have a certified ESL instructor to conduct the civics-focused ESL classes?
It is the applicant’s responsibility to demonstrate the organization’s qualifications to provide citizenship instruction. Applicants will be assigned a score based on their qualifications and experience. See “Organizational Qualifications and Experience” under Section IV.6 of each funding opportunity announcement.
8. Do individuals providing citizenship services to immigrants qualify as eligible applicants?
No.
9. Are for-profit entities eligible to apply for either of the grants?
No.
