Kika Scott, Chief Financial Officer
Kika Scott began her role as the chief financial officer on May 27, 2019. Most recently, Scott served as the deputy chief financial officer for USCIS. She was responsible for providing executive oversight of financial management, financial systems, budget, accounting, program analysis and evaluation, internal controls, cash management, credit and debt management policies, standards and compliance guidelines, and corrective actions relating to audit recommendations.
Experience and Achievements
Before joining USCIS, Scott was the budget officer and director of the Office of Budget and Program Performance (OBPP) for Immigration and Customs Enforcement (ICE). As the director of OBPP, she was responsible for managing over $6 billion in ICE resources. She oversaw the use of resources, supporting ICE’s law enforcement, legal, and mission support operations. In addition, she improved how her office’s resources aligned with mission operations by introducing such workplace strategies as workforce planning, performance assessment, mission analytics, and investment prioritization tools. Before working for ICE, she worked at the National Center for Health Statistics under Health and Human Services from 2000 to 2006.
Education
Scott holds a Bachelor of Science in computer science from the University of Maryland and a Master’s in Business Administration in finance. She also holds a Master’s in Management from Johns Hopkins University.
